IALA Guideline G1142 - The Provision of Local Port Services Other Than VTS Edition 1.0, December 2018 States:
While there are no international standards relating to the qualifications and training for the provision of local port services it is recommended that training should give due consideration to:
For global consistency it is suggested that training be based on the selection of appropriate and relevant modules (or elements within modules) from the V-103 syllabus.
In the UK the MCA guidance in MGN 401 (M+F) Amendment 2, states:
Training for the provision of LPS shall be based on the selection of appropriate modules, or elements thereof, from the V-103 syllabus, depending on the equipment and capabilities used.
There is also reference to LPS in the UK’s Port Marine Safety Code’s (PMSC) sister document, the Guide to Good Practice (GTGP) section 8.5
